The purpose of this document is to provide guidance that can be used by nuclear facility designers, applicants, licensees, architects/engineers, and regulators to establish reasonable confidence that a system can be safely and effectively operated by personnel during conditions under which the facility is expected to operate during the facility’s lifetime.

Guidance to prepare, plan, and conduct human factors performance-based validation of a component, sub-system, or system prior to its placement in-service, to assess reasonable confidence of compliance with functional and operational requirements is provided in this document.
